I had trouble with this too, but since compiling dvips came at the end
of installing TeX3.141 I didn't have the energy to track down the
source of the problem (either no mention of this or insufficient mention
in the configure/readme materials for one thing).  The simple fix is to
go to config.ps (in /usr/local/lib/tex/dvips in a standard installation)
and delete the lines reading:
    * Reverse the pages, ...
    *
    r

That's all there is to it.
